You must be at least 62 years of age or older. A thorough review of income, assets, and allowable deductions is completed by Hagerstown Housing Authority (HHA) before an applicant can be determined eligible. In order to qualify for Public Housing, your total family income must not exceed 60% of median income for the Hagerstown area.

WHAT WILL HAPPEN AFTER I APPLY?
The application process consists of three phases.
1. Receipt of the Housing Application and placement on the Waiting List based on qualifying income range
2. Determination of preliminary eligibility
3. Final determination of eligibility based on the enrollment interview
PLACEMENT ON THE INCOME RANGE SPECIFIC WAIT LIST
An applicant’s place on the wait list is according to the number of bedrooms needed and will be determined by the following system of preferences:
1. 25 Points: Reasonable Accommodation: Applicants who reside in a public housing dwelling or receive Section 8 Assistance and are approved to transfer as a reasonable accommodation to a different Authority program.
2. 20 Points: Residency Preference: Applicants who reside in the Hagerstown Metropolitan Statistical Area (HMSA), which includes Washington County, or applicants who work, or who have been hired to work in the HMSA.
3. 5 Points: Elderly/Disabled Head or Co-head or Displaced Single: Any head, or co-head, who is elderly, age 62 or older, or a person with disabilities as defined in U.S. Department of Housing and Urban Development (HUD) regulations and the Housing Authority’s definitions; and/or any single person displaced by disaster or government action as defined in HUD regulations and Housing Authority definitions.
4. 5 Points: Working Preference: Any head, co-head or family member who is employed and such income is countable under HUD’s definition of annual income.
5. 5 Points: Not currently being assisted by the Public Housing or Section 8 Rental Assistance programs.
REMOVAL FROM THE WAIT LIST
Any applicant who is determined ineligible or whose name is withdrawn from the wait list will be notified by the Housing Authority, in writing, that they have ten (10) days from the date of the written correspondence to present mitigating circumstances or request an informal review.
The Housing Authority will not remove an applicant’s name from the waiting list unless:
1. The applicant request in writing that the name be removed
2. The applicant fails to respond to a written request for information, or fails to provide requested information to determine eligibility within a reasonable time frame, or fails to declare their continued interest in the program, or
3. The applicant does not meet either the eligibility or suitability criteria for the program;
4. The applicant fails to appear for scheduled appointment(s)
The Housing Authority will verify information related to waiting list preferences, eligibility, admission, and level of benefits prior to admission. Periodically during occupancy, items related to eligibility and rent determination shall also be reviewed and verified. Income, assets, and expenses will be verified. As well as disability status, need for a live-in aide and other reasonable accommodations; full time student status of family members 18 years of age and older; Social Security numbers; and citizenship/eligibility non-citizen status. Age and relationship will only be verified in those instances where needed to make a determination of level of assistance
ENROLLMENT AND LEASEUP
The enrollment process includes final verification of the following:
1. Eligibility criteria and determination of suitability
2. Review of credit check, background information, landlord references and third party verification of income, assets and expenses of all family members
The enrollment interview includes final verification of family size and status and present proof of citizenship or eligible immigration status, identity papers such as driver’s license or Birth Certificates, Social Security numbers and current information on all family income, assets and eligible expenses will be verified.
ASSIGNMENT OF BEDROOM SIZES
All units within the C. Williams Brooks Midrise are one bedroom. The maximum number of persons that can be housed in a one bedroom dwelling unit is two.
OFFER OF UNIT
Applicants who have completed the enrollment interview will be contacted by telephone or letter and advised of the availability of a unit
Applicant must respond to the offer within four (4) days from the date at the top of the offer letter.
Any applicant who has refused an offer three times is sent a letter and advised that they will withdrawn from the waitlist.
LEASE UP INTERVIEW
Prior to signing the lease all adult family members are required to attend the Lease Up Interview for a final orientation.
The head of household and all adult family members will be required to execute the lease prior to admission.
SECURITY DEPOSIT POLICY
The family will pay a security deposit at the time of lease signing.
