On October 25, 2001 HUD awarded the Hagerstown Housing Authority $27 plus Million dollars in HOPE VI Funds to transform the aging Westview Homes into a dynamic, mixed-income community that will improve neighborhoods and give public housing residents the tools that lead to self-sufficiency.
HOPE VI Funds allowed us to replace the 50 year-old army barrack style apartment buildings with new rental and homeownership units. New units are larger, have more amenities and have yards that open onto the street. Many units are fully accessible for residents who have disabilities. Nearly all units are vistiable by persons with mobility impairments.
HOPE VI Funds were used to build a new Recreation and Resource Center at Elgin Park and neighborhood playgrounds and tot lots. The new center is home to the Boy and Girls Clubs, Homework Club, Boy and Girl Scouts, a new gymnasium and a branch of the Washington County Library. Playgrounds and tot lots allow for younger children to play close to home.
Community Services and Recreation Center include a Health Clinic, Dept. of Social Services, Commission on Aging, Community Support Services and a Child Day Care Center.
