Proposed Changes to Housing Choice Voucher (HCV) Administrative Plan


The Hagerstown Housing Authority (HHA) has reviewed and made changes to its HCV Administrative Plan.  These policies govern the initial and continued occupancy of residents of our HCV Program. The changes made to these policies are to ensure compliance with federal regulations and state and local laws, as well as to allow HHA to adopt or change management practices and policies.


List of Changes:


Housing Choice Voucher

  • Maximum of three (3) Initial Inspections
  • Maximum of one (1) Annual Re-Inspection without landlord incurring expenses
  • Biennial Inspections for Family units excluding:
    • Units with children under the age of 6
    • Units that had a termination of assistance for failure to make repairs within the past year


Biennial inspections will be phased in over a two (2) year period.  The first year of biennial inspections will include zero (0) and one (1) bedroom units.  All other family units will be phased in for biennial inspections during the second year.


Residents of or applicants for Public Housing, Section 8, and any member of the Public may submit comments on the Proposed Administrative Plan changes during the public comment period. The 30-day comment period begins February 9, 2018 and ends March 12, 2018(4:30pm). All comments must be received by 4:30pm on March 12, 2018 to be considered and must be in writing. The proposed changes will be posted for review on HHA’s website at as well as at the following locations:

  • HHA Administrative Office (35 W Baltimore Street)
  • HHA Resident Services Office (11 W Baltimore Street)
