About Gateway Crossing

When in 2001 The Housing Authority received a HOPE VI Grant of just over $27 million, they sought to not only rehabilitate the 210-unit Westview Homes Public Housing Project, but to transform the entire distressed WestEnd of the city of Hagerstown into a revitalized community. The area in which Westview Homes was located was targeted for community revitalization under the HUD HOPE VI Revitalization Grant Program. The existing buildings were demolished and replaced with 352 new homes on an expanded site area. The improved community is known as Gateway Crossing.

Residents of the 210-unit Westview public housing project were temporarily re-located, in order to facilitate its demolition. The development team created an entirely new infrastructure that wove together the new rental and homeownership components. To integrate the new community into the surrounding neighborhood of single-family homes, the Authority made available neighborhood beautification improvement packages. Landscaping, street lighting, and sidewalks served to provide a pedestrian-friendly environment surrounding the brand new 20,000 square foot Elgin Station Community Center that was designed to resemble an old train station. This spectacular facility celebrates the area’s railroad heritage and contains a gymnasium, a large commercial kitchen and cafeteria, offices, meeting spaces, computer labs, and a Head Start Program.

Located near neighborhood shops, City Park, and The Centre at Hagerstown shopping mall, Gateway Crossing units are available with one, two, three, or four bedrooms. Each unit offers central air conditioning and modern kitchens and baths.

Utility Allowance 

Residents of Gateway Crossing pay basic electric and gas service.  The city reads the meters and bills the resident, and the resident pays the utility bill directly to the City.  Rent = 30% of monthly adjusted income, minus the utility allowance.  Additionally, residents are charged for Water/Sewer.  The bill is sent to Gateway Crossing and a charge is added to the resident’s monthly statement.

ELGIN STATION

A modern 23,000 square foot community center
Elgin Station was erected on the former Elgin Park location at 40 Elgin Boulevard in Hagerstown. Elgin Station serves all residents of the city but focuses on the western quadrant of Hagerstown.

The purpose of Elgin Station is to provide a pleasant and convenient facility for use by the residents of the Gateway Crossing rental housing developments, and to carry out meetings and programs that enhance the quality of life throughout the community.

Do you or your organization need a space to use? Station is available for public and private gatherings of a civic, cultural, educational or recreational nature. No religious services or partisan political activities may be held in any area. The fact that a group or individual is permitted to use the facility in no way constitutes endorsement of their policies or beliefs.

The Management Office is for use by the management company for Gateway Crossing to effectively carry out the day to day activities of managing the community.

The general office area located on the second floor is for the use of designated community organizations.

A Committee has been established to advise Management on the operational policies of
Elgin Station and to review applications for use of the facility.
The Committee and Management reserve the exclusive right to deny any application or to withdraw approval for any event previously approved. One main purpose of the Committee is to ensure that the facility is used prudently and safely for the optimal
benefit of the community.

Hours of Operation
Monday through Friday 8:00 A.M. till 9:00 P.M. Saturday 9:00 A.M. till 5:00 P.M.
Sunday 1:00 P.M. till 5:00 P.M.

The Multi-Purpose room will not be available for special events during any holiday observed by the Housing Authority and in the event of inclement weather, all events are automatically cancelled.

Application for Use
Any individual or organization wishing to use Elgin Station must complete an application. The application must be returned to the Committee at least seventy-two (72) hours before a small routine event or at least fourteen (14) days prior to a special event. The facility is set-up to easily accommodate a variety of groups.

Location

The Gateway Crossing community is located in the area of 700 Lanvale Street near Elgin Boulevard in Hagerstown.
