Resident Notice Regarding COVID-19

For the safety of our staff and residents, entrance to our offices will be by appointment only.  Please contact your Case Manager, or call 301-733-6911 to book an appointment.  When entering our offices for appointments, the Maryland Department of Health has issued a public health advisory strongly recommending that all non-vaccinated individuals over the age of 2 years continue to wear face coverings in all indoor settings where physical distancing cannot be maintained.  Please be aware that the number of families in our lobby will be limited to two at a time.  Thank you for your cooperation.

Incoming HCV Portable Vouchers

Hagerstown Housing Authority is absorbing for all incoming HCV portable vouchers.  Incoming port packets should be emailed to Liz Donovan at or faxed to Liz at 301-745-4894.

Report a Concern

We want to hear from you. Improving neighborhoods start with communication. You can help by telling us what issues affect you. We regularly review the information gained from this form to address concerns. If you have an emergency, call 911 now! If you have a situation that requires timely police assistance, please call HPD’s non-emergency # 240-313-4345. If your concern or information is not within the Hagerstown Housing Authority’s properties please inform the law enforcement agency in that jurisdiction. Your input here can be totally and completely anonymous, but your concerns are important to us.

Annual Plan

The Hagerstown Housing Authority is in the process of submitting a comprehensive Annual Plan to the Department of HUD (Housing & Urban Development) (Housing and Urban Development), which contains modifications, including but not limited to, sections of the existing housing policies and lease.

A copy of the proposed plan is available for public review. Written comments will be received by end of business day on April 21, 2022. Please advise if you wish to attend a Zoom Public Meeting held Thursday June 9, 2022, at 12:30 p.m.

Public Notice

Residents of or applicants for Public Housing, HCV, and any member of the Public may submit comments on the Proposed ACOP and Admin Plan changes during the public comment period. The 30-day comment period begins May 6, 2022 and ends June 7, 2022 (4:30 p.m.). All comments must be received by 4:30 p.m. on June 7, 2022 to be considered and must be in writing. 

Public Notice

The Housing Authority of the City of Hagerstown has reviewed and made changes to its HCV Administrative Plan. These policies govern the initial and continued occupancy of residents of our HCV Program. The changes made to these policies are to ensure compliance with federal regulations and state and local laws, as well as to allow HHA to adopt or change management practices and policies.
