Not an HHA resident?
If you are not a resident of Hagerstown Housing Authority’s public housing, or a Housing Choice Voucher holder through HHA, you are not eligible for HHA’s FSS Program.
If you are a resident of public housing through another agency, they may have their own self sufficiency program.
