Be aware of the following service charges:

Payments taken directly from bank account: $1.95 fee

Debit Card payments:

  • $3.95 for payments less than $1000,
  • $4.95 for payments between $1000-$2000,
  • $9.95 for payments greater than $2000

Credit Card payments: 2.5% of your payment

Pay in Cash Using WIPS at a Nearby Location

You can pay your bill in cash, check, or money order at a participating store such as Walmart using the WIPS program. Read these instructions for how to successfully make a payment using WIPS.

Find a participating location

You can find out what local stores are accepting WIPS by clicking the button below to view a list of nearby locations. You can also check other areas and states by clicking here. Be sure to choose “WIPS Rent Payments” when asked to select your Biller.

Get your assigned Account Number

To make a payment using WIPS, you must present an Account Number to the cashier. To get your Account Number, you must call the Hagerstown Housing Authority (301-733-6911).

Check your balance before you go

When paying your bill using WIPS, you are responsible for knowing how much you owe and how much you would like to pay. The cashier who helps you has no access to your personal billing information and does not know your balance.

You can check your balance online through your portal, or on your monthly mailed statement.

Be aware of the service charge

When you make a WIPS payment, you will be charged a $3 service fee. Keep this in mind when deciding how much to pay.

Have your payment ready

Write a check, make a money order, or withdraw cash in the exact amount you wish to pay, keeping in mind $3 for the service charge. Have this ready and with you when you go to the location you wish to pay at.

Tell the cashier you would like to make a "WIPS Rent Payment"

Tell the cashier the amount you would like to pay. She will give you a total that includes the specified amount plus the $3 service charge. Once you have paid the cashier, be sure to request a receipt of the transaction.

Do NOT discard your receipt. Keep it in a secure location.

The receipt the cashier gives to you after you make a payment is the ONLY proof of payment you will have. Make sure to file this with your other financial records and statements. If you lose this receipt you will have no way to prove that you made a WIPS payment towards your rent.

Can I Make a Partial Payment using WIPS?

Yes, you can make a partial payment using WIPS. Just know that you must decide beforehand how much you are going to pay, as the cashier has no access to your balance.

Also be aware that if you wish to pay the full amount, you must know the exact full amount. For example, if your balance is $101.50 and you pay $100, the $1.50 that you still owe will be considered late and can incur a late charge or eviction notice. That is why it is vital that you check and know your exact balance before you make a WIPS payment.

Pay in Person at Local Orrstown Bank

You can pay in cash, check, or money order at Orrstown Bank in Hagerstown.

Bring the rent balance that you received in the mail from HHA

Your payment request will be processed by the bank and sent to HHA

Drop your Payment off at a Dropbox located at C.W. Brooks, Potomac, or Walnut Towers

You can drop off your payment in an envelope to a secure dropbox at one of three convenient locations.

Include the top portion of your mailed statement

This way HHA knows who the payment is coming from and can accurately apply it to your account.
